- Preheat the oven to 375 degrees F. Generously grease a large rimmed baking sheet with olive oil.
- Arrange the fillets on the baking sheet in one layer. Drizzle the 2 tablespoons of olive oil over the fish and season with salt and black pepper. Bake until the fish is flaky and just fully cooked through, about 12 minutes.
- Meanwhile, finely grate the zest of 1 lemon and 1 orange into a small bowl and add the parsley, good olive oil, red pepper flakes, a pinch of salt, a few grinds of black pepper, juice of half the lemon and juice of half the orange. Stir gently to combine.
- Slice the remaining lemon and orange. Serve the fish topped with the gremolata and citrus slices.

- 1. Heat the olive oil in a Dutch oven set over medium heat until hot. Add the fennel, onion, and a pinch of salt, sweating until softened, 6-8 minutes. 2. Add the garlic, fennel seeds, and crushed red pepper; cook and stir until fragrant, about 1 minute. 3. Stir in the tomatoes (and their juice), stock, wine, and some salt and pepper to taste. Bring to a boil and then reduce to a simmer; cook, stirring occasionally, for 30 minutes. 4. Add the clams, mussels, halibut, and shrimp to the soup; return to a simmer, cover, and cook until the clams and mussels have opened and the shrimp and fish are cooked through, about 5 minutes; discard any mussels that don't open. 5. Stir in the parsley and some salt and pepper to taste. Serve the cioppino straight from the Dutch oven.

If desired, melt the butter in a large stockpot set over the grill or over moderate heat on a stove. Add the onion, crushed garlic, and a pinch of salt and pepper, sautéing until softened, 4-5 minutes. 3. Add the Old Bay seasoning and thyme leaves; cook and stir until fragrant, about 2 minutes. Stir in the water and bring to a boil over high heat. 4. - 5. When the fish is ready, carefully remove the plate from the steamer and pour off any accumulated liquid. Lay the scallion and cilantro along the top of the fish. In a small sauté pan, heat the oil over high heat until it is hot but not smoking. Remove the oil from the heat and pour it directly over the scallion and cilantro to "cook" them.
