- In a shallow dish, combine the first 5 ingredients; add the beef and turn to coat. Cover; refrigerate for 8 hours or overnight., Drain and discard marinade. Place beef on a broiler pan coated with cooking spray. Broil 4-6 in. from the heat for 7-8 minutes on each side or until meat reaches desired doneness (for medium-rare, a thermometer should read 1e5°; medium, 140°; medium-well, 145°).

Steps:
- Sprinkle steaks on both sides with pepper and salt.
- Heat oil in a large skillet over high heat until hot.
- Add steaks, cook 4 minutes, turning once.
- Reduce heat to medium-high, cook an additional 3-4 minutes for medium-rare or until desired doneness, turning once.
- Remove skillet from heat; place steaks on a warm platter.
- Pour off all but 1 Tbs of the drippings.
- Stir in flour; cook over medium heat 30-60 seconds stirring constantly.
- Whisk in whiskey, water and sugar.
- Bring to a boil, scrapping up any browned bits from bottom of the skillet.
- Spoon sauce over steaks.
