- Heat oil in a large frying pan set over medium-high heat. Saute onions and green pepper for 5 minutes.
- Add beef to the pan. Cook, stirring until browned, about 5 to 10 minutes. Drain off fat.
- Stir in ketchup, Worcestershire sauce, sugar, salt and pepper. Simmer over medium-low heat, stirring occasionally, for 10 minutes or until slightly thickened. Serve on sandwich buns.

- In a Dutch oven over medium heat, cook the beef, onion, celery and green pepper until meat is no longer pink and the vegetables are tender; drain. , Stir in the next nine ingredients. Simmer, uncovered, for 35-40 minutes or until heated through, stirring occasionally. Spoon about 1/2 cup meat mixture onto each bun.
Freeze option: Place individual portions cooled meat mixture in freezer containers and freeze. To use, partially thaw in refrigerator overnight. Microwave, covered, on high in a microwave-safe dish until heated through, gently stirring and adding a little broth / water if necessary.
