Steps:
- Melt butter in large saucepan until sizzling; add onion, bell pepper and carrots. Cook over medium-high heat, stirring occasionally, 4-6 minutes or until vegetables are crisply tender.
- Reduce heat to medium; add kielbasa. Cook, stirring occasionally, 4-6 minutes or until kielbasa begins to brown. Stir in all remaining stew ingredients. Continue cooking, stirring occasionally, 8-10 minutes or until mixture comes to a boil. Reduce heat to low; cook 20 minutes to blend flavors.
- Spoon stew into individual serving bowls. To create scarecrow faces, cut each slice of cheese with 3-inch pumpkin or round cookie cutter. Cut triangles for eyes using sharp knife. Place cheese cut-outs onto bowls of stew. Immediately place shoestring potato sticks on each side of cheese for hair; place tortilla chip on top part of cheese for hat. Create mouth of scarecrow with shredded carrots.
