- For the cookies: Cream the butter, egg, 3 tablespoons milk, sugar and vanilla until light and fluffy. Mix in the combined flour and baking powder until just combined. Knead until smooth then cut into 2 portions. Wrap 1 portion in plastic wrap and chill for 2 hours. Mix the cocoa powder and remaining milk into the other portion, wrap in plastic wrap and chill for 2 hours.
- Roll out the dough until approximately 1/4 inch thick and cut out star shapes. Arrange on a baking sheet lined with parchment paper, leaving room for spreading, and bake in a preheated oven at 375°F for about 12 minutes, until golden brown. Remove and let cool on a wire rack.
- For the decoration: Mix the powdered sugar with a little water until smooth but still thick. Set 2 tablespoons aside and tint with blue food coloring. Spread the white icing over the cookies. Transfer the blue icing to a piping bag fitted with a small plain tip and pipe a Star of David over the cookies. Decorate with the nonpareils. Let dry before serving.
