I personally think it tastes like lemony and buttery. At least the marjoram I get does. I like to get my spices in bulk. I find they're way more flavorful, probably because they get replaced more often, and don't sit in storage. My go to use for it is with basil on fried egg. If you can't taste it or smell it, it's probably bad quality or old.
