- In a large saucepan or Dutch oven cook and stir ground beef, green pepper, onion, and garlic until meat is brown and onion is tender; drain off fat. Stir in tomato sauce, kidney beans, tomatoes, chili powder, salt, basil, and black pepper. Bring to boiling; reduce heat. Simmer, covered, for 20 minutes. If desired, top each serving with cheese and/or sour cream. If desired, pass hot pepper sauce.
