Steps:

• Combine sugar and butter in bowl. Beat at medium speed, scraping bowl often, until creamy. Add eggs, vanilla and orange zest; continue beating until well mixed.
• Combine flour, baking powder, baking soda and salt in another bowl. Beat at low speed, adding flour mixture alternately with sour cream and scraping bowl often, until well mixed.
• Divide dough into thirds; wrap in plastic food wrap. Refrigerate at least 2 hours until firm.
• Heat oven to 400°F.
• Roll out dough on lightly floured surface, one portion at a time (keeping remaining dough refrigerated), to 1/4-inch thickness. Cut with 3-inch cookie cutters. Place 1 inch apart onto ungreased cookie sheets. Sprinkle cookies with decorator sugars or bake plain.
• Bake 6-9 minutes or until edges are lightly browned.

Steps:

• Combine flour mixture with yeast, garlic and onion powder and mix well. Add hot water and 2 tbsp. butter, the egg, peppers and cheese. Mix until the dough pulls away from the side of the bowl.
• Turn out the dough onto a floured board and oil hands to prevent dough from sticking to your fingers. Shape the dough into a ball. Knead the dough according to instructions on the box. Cover the dough and let rest 5 minutes.
• Grease an 18 cup muffin pan. Divide dough into 18 pieces and form each into a ball. Place the dough into the prepared muffin cups. Cover with a towel and let rise 30 minutes on a wire rack which has been placed over a large pan filled with hot tap water.
• Preheat oven to 375 degrees. Uncover dough and bake for 25-20 minutes or until golden brown. Remove rolls and brush with melted butter.
